Committees
Western is governed at all levels by a number of committees, councils, boards, commissions and everything in between. At the highest level is the University's Board of Trustees, who are appointed by the Governor. Many of committees throughout campus (including the Board of Trustees) include student representatives as Western is a university which believes in shared governance. Below is a listing of University and AS committees, more information can be found by contacting the numbers listed. Student Representatives are usually nominated for appointment by the AS VP for Academic Affairs at 360-650-3460.

There are also a number of committees with specific seats reserved for Senators. These seats are filled each year by members of the Senate and is a way for the Senate to keep in touch with what is happening at all levels of the university.

Academic and Faculty Committees with Student Representatives:

Academic Coordinating Commission (Senate), also known as ACC - 4 students
Shall have jurisdiction over all matters relating to the university's academic programs; such as curriculum, teaching load, and the general university catalog. Reports to the Faculty Senate. (Steve Ross - x4890 MS 9077)

Academic Technology Committee (Senate)
Shall make decisions on matters of computer service as related to student access and availability within the university. Reports to the Academic Coordinating Commission. (Gary Bornzin - x4918 MS 9118)

Admissions & Inter-college Relations Committee (ACC)
Shall make policy in matters of admissions and inter-college relations. Reports to the Academic Coordinating Commission. (Karen Copetas, Director of Admissions - x3440 MS 9009)

Committee on the Assessment of Teaching and Learning (ACC)
Shall advise and assist the Director of the Office of Institutional Assessment and Testing and the Director of the Center for Instructional Innovation. Provide a liaison function between university faculty, the two centers, the University Writing Program, and other ACC committees. Shall also identify and recommend annual priorities for assessment studies and summarize and disseminate evaluation findings from innovations studied through the Center for Instructional Innovation. Colleges Curriculum Councils (several)
Shall have jurisdiction over the undergraduate curriculum of the various Colleges, Reports to the Academic Coordinating Commission. (See Secretaries of each College, and Library).

General Education Requirements Committee (ACC)
Shall identify and explain the goals of general education as well as develop programs for achieving those goals. To review and approve/disapprove of proposals for changes in general education, especially General University Requirements. To work with academic units to identify good practices in general education and to encourage their use. Reports to the Academic Coordinating Commission. Graduate Council ñ Graduate students
Shall have jurisdiction over all graduate school curricula and degree programs; which includes the approval of all graduate program courses and the standards for awarding of all graduate degrees granted by WWU. International Programs Advisory Committee (ACC)
Recommends to the ACC guidelines for proposing courses and programs to be offered outside the United States. To evaluate and make recommendations concerning proposals from all Colleges of WWU for courses and programs to be held outside the U.S. To advise the Director of International Programs and Studies on all matters relating to Foreign Studies. Senate Library Committee (Senate)
This committee is charged with the annual review of the Libraries' strategic plans. It advises and reports to the Faculty Senate and Provost/Vice President for Academic Affairs on the Libraries' future directions, including such matters as collections, services, automation, communications within the university community, and adequacy of the Libraries' resources. Assists the campus community in devising and implementing policies and procedures for enhancing student's information skills and periodically report on those initiatives to the Faculty Senate.

Student Academic Grievance Board
Established to hear and decide on cases initiated by students involving academic grievances in curricula, unfair conduct, etc. Reports to the university provost. (Renee Murray, Executive Secretary - x3240 MS 9002)

Student Publications Council
Functions as the policy-making board of each authorized student publication. It shall set general policies including name, objective frequency, and method of publication. This specifically excludes daily editorial and operational decisions as to the conduct of each publication. Reports to the university president. Student Rights and Responsibilities Committee
Shall evaluate the university's disciplinary code and policies which concern student rights and responsibilities. (Michael Schardein, Judicial Officer, Office of Student Life, x3844 - MS 9019)

Student Technology Fee Committee (Academic Technology Committee, Senate)
Shall review all plans for allocation of the student technology fee. Any plan, upon committee decision, will be forwarded to the university president for final allocation decisions. (AS VP for Academic Affairs - x3463 MS 9106)

Teacher Curricula and Certification Council (ACC)
Shall have jurisdiction over teacher education curricula, teacher certification programs, and professional preparation programs proposed by certification consortia in which the university participates. To provide interaction among the units of WWU engaged in teacher preparation. Reports to the Academic Coordinating Commission. (Bonnie Drewes, Woodring College of Education - x3314 MS 9088)

University Judicial Appeal Board
Shall review the hearing and sanctions of the University Judicial Officer in the event a student appeals an action taken against him/her. The appeal process is set to determine specific points and not simply to provide a second hearing for the case. (Michael Schardein, University Judicial Officer - x7957 MS 9019)

University Planning Council (Senate) - 2 students
Works in coordination with the Faculty Senate. Is responsible for the formation of policy in all aspects of university planning, the review (on an annual basis) of the Roles and Missions Statement for Western Washington University, and to recommend institutional goals and objectives for implementation. Athletic and Recreation Committee
Founded so that student recommendations can be made which are pursuant to a defined institutional policy affecting all aspects of the athletic and recreational programs. Reports to the University Services Council. (Marie Sather, Campus Recreation Director - x3402 MS 9065)

Central Health and Safety Committee
Promotes and enhances the safety and health of the students, employees and visitors present on the campus, in the university facilities, or engaged in university-sanctioned activities. Reports to the university president. (Gayle Shipley, Environmental Health & Safety - x6512 MS 9018)

Committee on Housing and Dining
A procedural advisory committee to the Director of University Residences. Its additional responsibilities are to exist as a policy advisory committee to the Business and Finance Council as well as the University Services Council. Reports to the University Services Council. Counseling, Health, and Wellness Services Committee
Reviews the operation of the Counseling, Health and Wellness Centers. Includes reviewing the budgetary allocations and the funding mechanisms for these centers, and recommending changes in revenues and expenditures within the centers. Requirement of 1 student with children, 1 without children. Reports to the University Services Council. (Anne Melo, Health Center - x7352 MS 9112)

Departmentally Related Activities Committee
Responsible for developing criteria for areas needing funding, and to assess and prioritize funding to those areas. Further responsibilities include reviewing budget proposals and to recommend allocations of student service and activities fees, establishing policies in regard to 160 funds on behalf of the represented areas, and providing a source for response to student concerns. Drug Abuse Prevention Subcommittee
Reviews the directions for drug prevention efforts for students, faculty, and staff. Reviews the evaluation strategy and instrumentation to measure the effectiveness of outcomes of campus-wide programs and services. Reviews the activities of each responsible organizational unit for compliance with the Drug-free Schools Act of 1989. Makes recommendations to the Central Health & Safety Committee, which are then taken to the VP for Business & Financial Affairs and the VP for Student Affairs. Emergency Response Planning Committee
Develop and update the universityís response plan within the framework set up by the Emergency Response Plan, the Emergency Operations Plan and with direction provided by the President and Vice Presidents. Establish working groups to develop and update specific response guidelines. Review each working groupís output and recommend materials to the university president. Employee Training and Development Advisory Committee
The primary functions of the committee shall be to assist in the identification and appraisal of program needs, to develop a training policy and the university training plan, to evaluate requests for training from groups and/or individuals, and to respond to questions regarding interpretation and application of the training policy. The committee advises the Staff Training Coordinator on budget expenditures related to staff development programs. (Carolyn Lawson, HR Training & Development - x2942 MS 9051)

Gay, Lesbian, and Bisexual Concerns Committee
Responsible for assuring that the rights of gays and lesbians are honored, that support for educational programming and activities exists and that a university environment exists which allows them to maximize their success as students. (AS LGBTA Coordinator - x6120 MS 9106)

Parking Appeals Board
Established to hear and decide on cases involving alleged violations of WWUís Parking Regulations. Reports to the VP for Business and Financial Affairs. (Parking - x7402 MS 9098 or Erin OíReilly, AS Board Office - x3460 MS 9106)

Sale of Alcohol Review Committee
(Formerly the Advisory Committee on the Sale of Alcoholic Beverages.) Reviews written proposals for Sale of Alcoholic Beverages submitted to the VP for Student Affairs/Dean for Academic Support Services. The committee makes recommendations regarding the approval of the proposals, including detailing any modifications necessary to ensure appropriate compliance with policies. Sehome Hill Arboretum Board
To create, develop and operate an arboretum on Sehome Hill in the city of Bellingham. To that end, the Board shall prepare and update long range development plans, provide the operational structure and be responsible for the administration of the arboretum in accordance with Inter-Local Cooperation Agreement between the City of Bellingham and WWU. University Facilities Committee
Shall serve as an advisory committee to the Space Administration Director on campus space allocation and related issues. (Judy Stanley, Space Administration - x3230 MS 9031)

University Services Council
This committee is charged with overseeing all student-oriented committees (Housing & Dining, DRAC, Counseling, Health, and Wellness Services Committee, etc.). Whatcom Transportation Authority Citizen's Advisory Panel
Serve as an advisor to the WTA Board and staff through representation of the interests of the community. Provide advice on public transportation services planning and coordination according to the terms and requirements of the WTA. Attend and participate in other WTA public involvement processes. Review and comment on local, state, and national policies, programs and legislative actions which affect public transportation services. Identify the needs of the community for public transportation, provide leadership to create community understanding of the needs, and advocate for improved public transportation services and funding to meet those needs. Associated Students Committees
Activities Council
Shall have jurisdiction over all matters concerning AS clubs, and program funding and policy decisions made within AS organizations. Reports to the AS Board of Directors. (AS VP for Activities x3736, or Erin OíReilly, AS Board Office - x3460)

Administrative Services Council
Shall make recommendations on computers, typewriters, telephones, and other support function equipment, software and technology (ie: FAX, copiers, computer hardware, and software upgrades, etc.) to the AS Board of Directors and AS Business Office Director. The following areas will be included in the purview of this council:

Development and management of AS computer hardware and software configurations and selection
Review and recommend requests for additional telephone lines and instruments, a well as addressing any changes in the services offered by the university
Monitor typewriter purchases and preventive maintenance program; and 4. Make recommendation on new technology. Reports to the AS Board of Directors. (VP for Business & Operations x3736 )

Budget Committee
Reviews the budget proposals of the AS organizations and activities and establishes the operating budget for the next fiscal year. Responsible for presenting the proposed AS budget to the AS Board of Directors by the final board meeting of the year for approval. Campus Safety Committee
Acts as an advisory committee to the AS Board, the Central Health & Safety Committee, University Police and University Residences. Responsible for reviewing student input and concerns regarding campus safety issues. Will make appropriate recommendations to the advisory organizations after taking into account the actions desired by the students. (AS VP for Student Life x2941)

Diversity Task Force
Establishes recommendations on campus issues of diversity to forward to the A.S. Board of Directors. Provides a forum in which constituents can foster awareness, express concerns and when necessary, act as a grievance channel regarding A.S.-related diversity issues. (AS VP for Diversity x3463)

Election Board
Makes decisions concerning the fairness of A.S. Election proceedings through hearings regarding candidateís grievances. Judgments are made according to the Election Boardís interpretation of the rules and regulations outlined in the A.S. Election Code. Reports to the A.S. Board of Directors. Election Code Review Committee
To review and recommend changes to the A.S. Election Code in order to simplify and clarify the Code and the A.S. election process. To encourage more professional campaigns, greater voter turnout, and increase candidate and electorate participation in the election process. Reports to the A.S. Board of Directors. Facilities and Services Council
Deals with the Associated Students' various services and facilities (ie: Marriott, Lakewood, Viqueen Lodge, etc.). Reports to the AS Board of Directors. (AS VP for Business & Operations - x3736 or Erin OíReilly, AS Board Office - x3460)

Legislative and Community Affairs Council
To increase student involvement, formulate policies and positions of the ASWWU relating to legislative activities, national affairs and external affairs. Reports on policy decisions to the AS Board of Directors through the AS Vice President for Legislative & Community Affairs. Promotions Committee
Develops strategies to promote the AS as an entity, as well as the specific organizations within. Makes recommendations to the AS Board of Directors regarding publicity and marketing, and funds promotional tools with respect to the AS. (AS VP for Student Life - x2941)

Publicity Center Committee
Shall act as an advisory group to the AS Publicity Center Coordinator and the AS Review Editor. Issues concerning prioritization of office projects, story ideas, post-publication critiquing, personnel issues, and budgetary needs shall fall within the purview of this committee. Transportation Advisory Committee - 1 Senator
To increase student involvement in the development, revision of ideas, and promotion of an all-campus transportation pass program for WWU and monitor all legislation concerning transportation and the possible effects it may have on the Western community.
